摘要
根据草原生态保护补助奖励机制工作需要和草原监测实际,本文提出了四川省草原生态保护补助奖励机制草原监测与实施效果评价方法。即:运用"3S"技术和现代信息技术,采取地面调查与遥感监测相结合的方法,通过建立固定监测点,对生态补奖禁牧区、草畜平衡区以及严重退化草原进行监测,建立遥感监测模型,评价草原生态状况及生态补奖机制建设效果,为全省草原生态建设及农牧民生产提供基础数据和技术服务。
According to the requirement of reward-compensation mechanism of biological protection and monitoring actual in the grassland, This paper had brought out grassland monitoring and project effectiveness evaluation method of reward-compensation mechanism of biological protection in Sichuan. With the support of 3S technology and modem information technology, coupling with ground surveying and remote sensing monitor, the fixed monitor points has been established to monitor herding-banned regions, grass- stock balance areas and degenerate land. Then, the mathematical models of monitoring had been calculated to value ecological condition and reward-compensation mechanism in the grassland. The research finding provided support for environment improving and people producing.
