Ways for the CCP to Promote the Construction of Anti-corruption in the Process of Reform——Theoretical Research on the Relation Between Reform and Corruption-governance

改革开放30多年来,中国出现改革逐步深化、经济快速增长与腐败现象蔓延并存的历史现象。国内外学术界对这种改革、发展与腐败互动关系的现象存在多种理论解释,其中比较有代表性就是"双重悖论"。新时期的改革历史进程表明,改革是打破固有利益格局的过程,改革的重难点领域往往是腐败现象易发高发的区域。反腐廉政建设必须正确处理改革、发展与反腐败斗争之间的关系,才能有力保障改革发展稳定大局。同时,改革是防治腐败的根本路径,反腐廉政建设应当做到与全面深化改革同步考虑、同步部署和同步实施,保障改革顺利推进。应以重大问题为导向,在不断解决问题中提高反腐廉政建设的能力;要加强顶层设计和整体谋划,将预防腐败寓于改革的各项政策和措施之中;应以法治思维和法治方式推进改革,防止潜在的利益冲突变为现实的腐败行为;要以落实反腐主体的"两个责任"严把改革督查关,确保改革改有所进,改有所成。

The gradual deepening of reform, the rapid economic growth and the spread of corruption co-exist in China during the 30 years since the implementation of the reform and opening-up policy. Academic circles at home and abroad have developed various theories to explain the historical phenomenon. ＂Double paradox＂is a typical one among them. As is shown in the historical process of reform in the new period, reforms is a process to break the inherent interest structure, and the difficulty of reform lies in the areas where corruption is most likely to occur. To fight against corruption, we must correctly handle the relationship among reform, development and anti-corruption, which can guarantee the stability of reform and development. Meanwhile, reform is a fundamental path for the prevention of corruption. The construction of anti-corruption and the comprehensive deepening of reform should be given synchronized consideration, deployment and implementation so as to safeguard the smooth promotion of reform. What＇s more, we should be guided by important issues, unceasingly improve our ability to construct anti-corruption, strengthen the top-level design and overall scheme, and connect anti-corruption prevention with polices and regulations of reform. Last, we should promote reform on the basis of the rule of law, prevent the possible conflicts of interest from changing into real corruptive behaviors and strengthen the supervision of reform. In this way, we can ensure the improvement and achievement of our reform.
