摘要
科学技术是第一生产力,实现中国经济增长平稳较快增长需要雄厚的科技实力作支撑。论文构建了科技创新能力的评价框架,对中国、欧盟、美国和日本的科技创新能力进行了比较分析。研究发现尽管各项指标都显示中国向好的方向发展,但是中国在投入、载体、产出三个方面目前还明显落后于欧盟、美国和日本,只在制度保障方面差距较小。未来必须采取有效措施推动科技进步,为中国经济的平稳较快增长提供足够的技术支持。
Science and technology are primary productive forces. In order to achieve rapid and stable economic growth needs to be supported by strong scientific and technological strength. This paper constructs an evaluation framework about science and technology innovation capacity,and makes a comparative analysis of China,EU,US and Japan,which finds that despite all the indicators show that China’s development in the right direction,but China in investment,carrier,output are significantly behind the EU,US and Japan,only a small gap in the system of protection. In the future,China must take effective measures to promote scientific and technological progress,which provides adequate technical support for stable and rapid economic growth in growth.
