DEVELOPMENT OF A POSITIVE FRAMEWORK TO INTRODUCE CLEAN COAL TECHNOLOGY WITH HIGHER EFFICIENCY IN SHANDONG PROVINCE

1月13日,国际能源署山东清洁用煤节能减排研讨会在济南召开。煤炭消费大省山东引入高效技术,促使媒炭生产利用方式转变,再造"蓝天白云繁星闪烁"成为与会业界专家和企业界代表的共识。会上,山东能源集团总工程师翟明华与国际能源署洁净煤中心总经理安德鲁·敏彻那签署友好交流合作备忘录。

On January 13,the symposium on development of a positive framework to introduce clean coal technology with higher efficiency in Shandong Province hosted by the International Energy Agency was held in Jinan.By introducing the clean coal technology with higher efficiency,Shandong,a province consuming large amount of coal,will promote the transformation of production and utilization modes of coal.Rebuilding an environment of 'azure sky,white clouds and glittering stars' became the common understanding of the experts and representatives from the enterprise circle attending the symposium.At the symposium,Zhai Minghua,Chief Engineer of Shandong Energy Group and Dr.Andrew Minchener,General Manager of IEA Clean Coal Centre signed a memorandum on friendly exchange and cooperation.IEA Clean Coal Centre is a famous international organization.Besides providing the consultancy and suggestions concerning the policies and technologies in the field of clean coal,it also solves the problems concerning energy and environment for its cooperative partners at the national or provincial level.Dr.Minchener said that in the course of its industrialization the UK had also encountered the problem of serious air pollution.The series of measures,such as legislation,seeking energy substitution,and closing the small power plants are their successful experience in solving the problem.Coal accounts for 67%in China's primary energy consumption,which is regarded the main cause of smog.The experts attending the symposium are of the opinion that introducing clean coal technology with higher efficiency to reduce energy consumption and emission and then transforming a diversified energy structure is the effective way to improving air quality.In the first half of this year,the project of making natural gas with coal with the annual production capacity of two billion cubic meters of Shandong Energy Group will be in commission in Xinjiang.According to the planning of Shandong's related fields,by the end of the 12 th National Five-year Plan,the coal consumption of Shandong will be controlled at about 400 million tons.The ratio of installed capacity of new energy and renewable energy will exceed 12%.
