上海市松江区发展家庭农场的实践与启示

Practice and Enlightenment of the Development of Family Farms in Songjiang District,Shanghai City

基于对上海市松江区发展家庭农场的实践调研表明,重点扶持家庭农场是松江区因地制宜的慎重选择;家庭农场发展要明确家庭经营、规模适度、专业务农、集约生产;培育家庭农场要确保完成国家粮食生产任务、符合劳动力实际和当地自然条件及种植传统;在发展过程中要坚持适度规模、引导土地流转、稳定经营;实施过程中要尊重农民意愿,在普通农户中重点培育,重视家庭农场与其他经营主体的协作;建立较为健全的政策扶持体系和管理服务制度,促使家庭农场得到合理收入,推动现代农业发展。

Based on the research of developing family farms of songjiang district in Shanghai,priority is given to the family farms,which is prudently selected after considering the local conditions of Songjiang district. It shall be clear with family management,scale operation,professional farming and intensive production in family farm development. Developing family farms parallel with ensuring completion of the national grain production task and accordance with the actual labor,its local physical conditions and traditional cultivation. Over the course of development,people have to adhere to the principles of guiding the land transfer and working stably in an appropriate scale; during the process of implementation,government officials shall value farmers' opinions,attach great importance to ordinary farmers and the coordination between the family farms and other operators. A sound policy support system and management service system shall be created to prepare the family farms for reasonable incomes and to advance modern agriculture.
