林业专业合作社异化:类型、形成要因及其机制——以H省为例

Dissimilation of Forestry Professional Cooperatives Analyzed by Classifications,Principle Causes and Its Mechanism: Based on Analysis of H Province

通过对H省10县(市)的实地访谈调查,将异化的林业专业合作社归纳为能人股份合作型或合作经营型、公司经营型或主导型、政府事业单位经营型或行政干部经营型和伪合作型等四个基本类型;法律制度不完善、政府职能错位和缺失及政策过失是合作社异化形成要因;核心社员和公司、普通社员及地方政府干部在各自相异的目的和动机下达到的暂时均衡结果是林业专业合作社异化的形成机制,在高度集权体制下的人为扶植加速了林业专业合作社的异化。

Dissimilation of forest professional cooperatives is classified into four basic types- the share collaboration of Homo Habilis or cooperative operation,enterprise operation or enterprise-dominated model,operation of government institution or of administrative cadres,and pseudo operation,based on the field investigation of 10 countries in H province. The article shows that uncompleted laws and regulations,absence and misplacement of governmental functions and political mistakes are main causes of dissimilation. It also illustrates that the mechanism of dissimilation in forestry professional cooperatives was formed by the process of attaining to the temporary and balanced result by core members,enterprise,general staff and local government officials holding different goals and motivation. In addition,it highlights dissimilation speed-up by factitious planting under highly centralized circumstances.
