建立流动人口的社区参与机制——来自浙江省L区“村级共建共享促进会”的启示

Building Community Participation Mechanism of Floating Population——Enlightenment of “Village Co-construction and Sharing Promotion Association” in L Community,Zhenjiang Province

社区参与是支持流动人口融入城市社会的重要渠道和有效方式。浙江省L区创建的"村级共建共享促进会"的运作逻辑,为构建实效性、创新性强的流动人口社区参与机制提供了很好的范本,其具有社会融合、权益维护、矛盾化解等明显的正向社会功能,并且对新形势下推进流动人口社区参与具有几点启示:一是社会层面,要改革城乡二元体制,赋予流动人口参与权利;二是社区层面,要搭建相应参与平台,提供流动人口参与渠道;三是个人层面,要努力转变思想观念,提升流动人口参与能力。

Community participation is important channel and effective way to support floating population to enter the urban society. The operation of ＂Village Co-construction and Sharing Promotion Association＂in L community,Zhejiang Province,provides excellent instance to build effective and innovative community participation mechanism. It has positive social functions,such as social integration,rights and interests maintenance and contradiction resolution etc.,which also produces three points of enlightenment to pushing forward community participation of floating population： first is about society,we should reform urban-rural dualism and give participation rights for floating population. Second is about community,we should build participation platform and provide channels of participation.Third is about individual,we should transform ideology and improve the participation ability of floating population.
