党内法规与国家法律的衔接协调

On Cohesion and Coordination between Inner-party Regulation and National Law

提高管党治党的水平,必须注重党内法规与国家法律的衔接和协调,形成完备的法律规范体系与完善的党内法规体系。推动党内法规与国家法律的互联互动,要树立依法治国必先依法治党的法治理念,重视党内法规制度与国家法律的立法衔接,厘清党内法规与国家法律适用的边界,健全党内法规与国家法律抵触的处理机制,进而实现依法治国与依法治党的有机统一。

In order to improve level of managing and governing party,we must pay attention to the cohesion and coordination between inner-party regulation and national law,forming complete system of legal norm and perfect system of inner-party regulation. An idea that ruling country by law is based on ruling party by law to push forward the interconnection and interaction between inner-party regulation and national law,besides,we must attach importance to the legislative cohesion between them,make clear their boundary of application,perfect treatment mechanism when they conflict with each other,then realizing unity between ruling country by law and ruling party by law.
