企业食品安全诚信风险防范与奖惩机制研究——以大型食品集团企业模式构建为中心

食品安全诚信问题是现今社会关注的热点和食品企业发展的重中之重。对于大型食品集团而言,下属各企业的食品安全诚信是构成集团企业品牌的基石。所以应建立针对大型食品集团的食品安全诚信风险防范与奖惩机制的框架,框架划分的依据是:以食品企业的生产、加工、流通、销售等环节存在的食品安全风险因素分析为基础,综合确定食品供应链关键控制环节、针对各环节制定切实可行的风险控制方式。此防范机制可归纳为对内防范即主观风险防范、及对外防范即客观风险防范。

Food safety and the integrity of food manufacturers are of increasing focuses by the society and they are taken as the priority among priorities in the development of a food manufacturer.These issues are of special importance for subordinate companies of a large-scale food conglomerate because they are the basic elements for the brand of the producers.Based on the analysis of the factors that influence the safety and integrity issues for manufacturers,this article gives out a general framework of the precaution of food safety and integrity,as well as the reward and punishment system specially designed for large food manufacturers.The design of the frame is based on the analysis of the risks in food producing processes such as production,process,circulation and sales,and generate the confirmation of the critical control segments,as well as the practicable controlling methods for each segment.The frame is also generated into the subjective prevention within the corporation and objective protection from the outside in the view of integrity within a food manufacturer.
