摘要
过期药品逆向物流网络设计成为医药安全领域迫切需要解决的关键问题.本文考虑居民的选择行为,引入回收企业对居民区以及政府对回收企业的补贴激励,构建了基于双层规划的过期药品逆向物流网络优化模型,并设计了求解该模型的分层遗传算法,通过算例得到了不同方案下过期药品逆向物流由分散到集中的网络结构.此外,考虑两种激励策略及模型参数的影响,设计四个实验进行分析讨论,研究表明:同时加大对医药企业及居民区的补贴策略更有利于调动企业及居民参与回收过期药品的积极性;企业成本与居民区成本存在此消彼长的相互作用关系;单位药品运输成本对居民区成本有较大影响,而居民区拥有过期药品的数量对企业和居民区成本均有明显影响.
Reverse logistics network design for expired drugs is becoming a key issue need to be addressed urgently in medical security.Fully considering residentschoice behavior,corporate subsidies to residents and Government subsidies to recycling enterprises are introduced,and an optimization model based on bi-level programming for expired drugs reverse logistics network is constructed.The paper also designs a hierarchical genetic algorithm to solve the model,then a numerical example is given to verify the feasibility of the model and algorithm,and network structures of expired drugs reverse logistics from distraction to concentration are obtained in different schemes.Furthermore,four experiments are analyzed and some conclusions are drawn:simultaneously increasing subsidies for pharmaceutical enterprises and residents can mobilize their enthusiasm to participate in recycling expired drugs;There is a trade-off relationship between enterprise cost and residential costs;Unit transportation cost has a great effect on the residential cost,while expired drugs quantity of residential areas has an obvious effect on the costs of enterprise and residential areas.
