摘要
为了确保海上油田生产安全,应对外力破坏油气田设施的事故,对海上油气田生产设施安全防范系统进行了研究。在介绍与海上生产设施安全生产相关的法律法规的基础上,分析了海上生产设施安全防范的主要方法——AIS系统和雷达/ARPA系统,并比较了他们的优缺点;以单个平台和船舶不同的相对位置关系为例,分析了AIS系统在海上平台防碰工作中的工作流程。海上油气田生产设施安全防范系统采用多重探测识别手段对生产设施进行立体监测,覆盖了设施所有的重点侵入位置及重要设备区域,功能基本达到预期,收到了监控、预警效果。
Safety protection systems for production facilities in offshore oilfields have been reviewed to ensure production safety of offshore oilfields and to prevent relevant facilities from damages induced by external forces. In addition to introducing rules and regulations related to safety of offshore production facilities,AIS system and radar / ARPA system,two major measures deployed for assuring safety of such facilities, have been discussed to highlight their advantages and disadvantages. With stand-alone platform and vessels at different relative positions as examples,working processes of the AIS system for collision prevention of offshore platforms are clarified. The safety protection system for offshore production facilities deploys multiple detection and identification techniques to ensure all-around monitoring over production facilities and to cover all key positions and areas. With all basic capacities conforming to design requirements,the system can be used to achieve satisfactory monitoring and warning performances.
