At the end of the Ming Dynasty, the British Waddell fleet wanted to develop the coastal trade with China. Zhoushan has become an ideal target for them, but this target was strongly resisted by Ming government. With the establishment of Dinghai Customhouse and “Red House”, Zhoushan became the target of British when China's maritime trade was open in the period of Kangxi's reign. They launched a series of operations in Zhonshan, including seting up trade management committee. As the Qing government exercised a strict control of foreign trade, especially the trade close in Qianlong period, British's ambition to expand the trade in Zhoushan was held in check.
