The System Reform under the Paradigm of the State Governance

全面深化改革的总目标是国家治理体系与治理能力现代化。在政府、市场与社会的三角治理结构范式下,政府权力应当逐渐向市场权力、社会权力让渡,明确市场决定机制、协商民主范式以及社会自治体系等改革目标。全面深化改革,要摆脱传统建构理性的路径依赖性,遵循第一轮改革的进化理性思路,形成制度软化机制、市场竞争机制以及社会互动机制等"摸石过河"的作用机制。同时,应善用法治思维,确保制度改革的方向性与系统性。

The overall goal of deepening the reform comprehensively is to promote the modernization of the national governance system and capacity. Under the triangle governance structure of the government, the market and the society, the government should decentralize power, giving more authority to the market and the society. The government should also make clear such reforming targets as market-deciding mechanisms, consultative and democratic paradigms and social self-autonomy. The overall reform requires shaking off from traditional methods, and embarks on a new road towards reform so as to form a system-softening mechanism, market competition system and social interaction system. Moreover, this path is supposed to share, in formal rationality, eompatihility with the existing legislation system.
