公共服务社会化是全球性的发展趋势,是培育社会组织、激发社会活力、提高公众政治参与能力、加强公民社会建设、促进政府职能转化和政府社会管理创新的重要手段,是推动公共服务型政府建构的需要。公共服务社会化需要政府的推动,公共服务社会化的发展又推动了社会力量的发展。加强社会组织与政府的互动,政府以项目驱动形式推动公共服务社会化,将有利于市场和社会组织的发展。社会组织和市场力量的发展壮大,将为社会组织拓展更广阔的活动空间,为公共服务型政府建构提供前提、奠定基础。现代化进程中的中国,需要政府与市场的均衡发展。

The socialization of public service is a global trend of development and is an important means to cultivate the social organization, arouse social vitality, improve the public political participation ability, strengthen the construction of civil society and promote the transformation of government functions and government social management innovation, and is a need to push forward the construction of public service oriented government. The socialization of public service requires government to push it forward and the development of the socialization of public service instigates the development of social work force. Strengthening the interaction between the social organization and the government and the governmental support for the socialization of public service by the way of project motivating will be conducive to the development of the market and social organizations. The development of social organizations and strengthening market power will expand a wider space for social organization, provide a premise and lay a sold foun- dation for a public service type government construction. In the process of modernization of China, there exists a need of a balanced development of the government and the market.
