中国省域文化产业效率测度及分析

The Analysis and Efficiency Measurement of Chinese Provincial Cultural Industry

文章采用数据包络分析法，立足文化产业效率的本质内涵，建立简单可行的指标体系，系统、全面测度评价2006~2012年中国省域文化产业效率情况。测度结果表明，现阶段我国文化产业整体效率水平较低，存在巨大发展空间；东、中、西、东北四区域之间存在较大差距，源于我国未能充分发掘东北部和西部丰富的文化资源潜力，并将其转化为文化产业竞争力。对此，我们应珍视文化产业发展战略机遇，提升省域文化产业整体效率；促进省域文化产业均衡发展，分类提升区域文化产业效率；优化文化产业发展政策，鼓励民营文化产业发展；充分利用高校和科研机构资源，培养高素质文化产业人才队伍。

Based on the essential connotation of cultural industry efficiency,in this paper,we established a simple and feasible indicators system,and measured the efficiency of China’s cultural industry situation from 2006 to 2012 by using data envelopment analysis. The results show that the overall efficiency level of our country cultural industry is low at this stage,so there is a huge space for development;and due to our failure to fully explore the northeast and west rich cultural resource potential and translate them into the cultural industry competitiveness,the gap among eastern,central,west and northeast area is big. In this regard,we should cherish strategy opportunity of cultural industry development,enhance the overall efficiency of the provincial culture industry;promote balanced development of provincial cultural industry,increase the efficiency of regional cultural industry;optimize the development policy of culture industry,encourage the development of private cultural industry;make full use of resources of universities and research institutes,cultivate high quality talent team of cultural industry.
