重建丝绸之路经济带的几个理论问题

摘要 本文主要探讨了丝绸之路经济带区域网络构建的条件、需求及概念。文章提出:首先应将区域视为灵活的、具有开放边界的功能性社会经济空间单元,并基于劳迪奇纳的五维度进行情境设想,强调这个集群内部的倍增效应及其与区际市场关联的重要性,其次应在宏观、中观、微观三个尺度上考察区域空间结构,网络、市场和层级结构的设计对于竞争合作的成功至关重要,同时也建议施加有效而明智的管理以实现三个“E”的均衡发展,并提出理想的均衡结构状态,再次,从区内机制和区际机制两组概念出发,分析内生发展和空间结构倍增概念的内容;最后,提出重建丝绸之路经济带应当同时在自上而下和自下而上发展的过程中促进创新、决策及合作,并基于以上给出丝绸之路经济带的空间及区域网络集群示意。 The article is to discuss the conditions, requirements, and concepts of region and network building that are applied to reestablishing the Silk Road Economic Zone. Firstly, the regions should be developed as functional and so cioeconomic spatial units with flexible and open borders. Then the article pro poses a scenario based on the analysis of Laudicina and emphasizes the importance of high intraregional multiplying effects and the network with interregional markets. Secondly, the regional system should be studied at the three spatial and structural scales (macro, meso, and mi cro). The design of networks, markets, and hierarchies is useful for the regions to become competitive and cooperative. At the same time, effective and advisable management is crucial to realize the bal anced development of three "E"s. Third ly, the mechanisms of intraregional growth and development and the mechanisms of interregional network building should be combined to understand what the capacities of region building are with the analysis on endogenous development and multiplying effects. Finally, the idea of reestablishing the functions of Silk Road should be seen as a process to be developed from both top down and bottom up to promote innovation, deci sionmaking, and cooperation, and a spa tial constellation of region and network building should be established based on the concepts as discussed above.
