城市总体规划实施的定量评估方法初探——以乌兰浩特2008版评估为例

Quantitative Assessment Methodology for Urban Master Plan Implementation： A Case Study on Ulanhot Master Plan 2008

本文针对当下城市总体规划修编频繁、规划实施评估以定性为主、存在主观性和任意性的具体情况，进行城市总体规划定量评估方法的探索。论文结合鸟兰浩特市总体规划修编过程中关于对2008版城市总体规划方案进行评估的要求，进行城市总体规划实施的定量评估方法探索。本文依据城市规划的基本内容，借鉴理论研究的“城市总体规划评价指标体系”，通过乌兰浩特2008版总规评估证明：城市总体规划实施评估可以采取定性与定量相结合的方法，最终以数量表述规划实施的效果，具有一定的可操作性和实用性。

Urban master plan is a blueprint of the urban development and construction during a given period, which includes the urban development goals, urban system planning, urban nature and size, urban land use, urban spatial structure and va rious land layouts, and supporting meas of the plan implementation. Focusing on such issues as frequent revi sion of urban plans, qualitative assessment of the plan implementation, and too much subjectivity and arbitrariness of the plan assessment, this paper tries to explore a quantitative methodology for evaluating the urban master plan implementation based on Dr. ZHANG Jian＇s dissertation about urban master plan evaluation index system and Ulanhot Master Plan 2008. The paper proves that the assessment of urban mas ter plan implementation can be conductedby combining qualitative methods with quantitative methods, and the implementation effects can be expressed by a group of numbers. Such a method is operable and practical.
