代建代管是建设专业化、保证工程质量、加快建设周期、提高投资效益的有效措施。阐述了推行代建制的做法和作用,分析了推进水利工程代建制过程中需要加快改革配套的几个方面,提出了运用"两手发力"方法论完善改革的思路。

Construction agent system is an effective measure for improving specialized construction,guaranteeing the project quality, speeding the construction period, and enhancing investment benefit. Practice and application of implementing construction agent system is explained,several aspects which need to be correlative reformed are analyzed,and the methodology of managing construction with both governmental control and market adjustment is raised to perfect the agent construction system reform.
