中间站安全管理对策研究

Study on Safety Management Countermeasures of Intermediate Stations

通过比较分析车务系统安全问题发生地点,提出车务系统主要安全问题集中发生于中间站。对中间站安全问题的种类及发生原因进行剖析,从管辖范围、管理干部、基层职工、岗位缺员、规章制度、安全设备等方面分析中间站安全管理工作中存在的问题,提出合理优化车务站段管辖范围、强化中间站干部能力建设、强化职工业务培训、配齐配足主要行车岗位人员、规范完善规章制度、推进技术设备创新等加强中间站安全管理的建议。

Through comparing and analyzing the places with safety problems of train crew system, this paper puts forward that the main safety problems existing in train crew system were intensively occurring in intermediate stations. The paper makes analysis on categories and occurring causes of safety problems in intermediate stations, then analyzes the problems of safety management of the stations from aspects of management scope, management cadres, staff in grass-roots departments, position vacancies, regulations systems and safety equipments, and puts forward suggestions on strengthening safety management of intermediate stations such as reasonably optimizing management scope of train crew station and depot, enhancing the ability of cadres in intermediate stations, strengthening staff professional training, well staffing the main train operation positions, standardizing and improving regulations and systems as well as promoting the innovation of technical equipments.
