我国近年来“裸官”问题研究评述

A Review of China's Recent Issue of“Naked Officials”

"裸官"问题已成为当前中国反腐工作的一个重点和难点,"裸官"的腐败现象也日益受到人们的关注。学界对于"裸官"问题的研究主要有以下几方面:一是"裸官"的概念及渊源;二是由于国际大环境、国内体制漏洞、"裸官"的行政伦理修养异变和经济理性追求导致"裸官"现象泛滥,带来经济损失、政治忠诚、国家安全和增加反腐难度等危害;三是在治理路径上,强化权力公开运行机制,加强制度和立法完善,加强作风建设以及打击惩罚力度,提高技术手段,加强国际合作。

In recent years, the issue of so-called ＂naked officials＂ has become a focus and difficulty in China＇s anti-corruption drive, causing an increasing concern. The research about the issue mainly dwells on the following aspects： firstly, its concept and origin; secondly, due to the international environment, domestic institutional loopholes, erosion of official＇s ethics, rational pursuit for economic gains, the phenomenon of ＂naked official＂ is spreading unchecked, incurring economic losses, political disloyalty, national insecurity and more difficulty in the anti-corruption campaign; thirdly, as regards to the solutions, various means are suggested, such as to strengthen the mechanism of open power operation, to perfect the legislation system, to enhance work style, to increase penalties, to upgrade the technical means and to strengthen international cooperation.
