Vital Function of ＇Spot Checks＇in Quality Control and Management of South-to-North Water Diversion Project

结合南水北调工程建设实施“飞检”的实践，提出了政府投资的大型工程建设实施“飞检”必要性和重要性。根据“飞检”的实践体验，分析了更好发挥“飞检”作用的条件。针对线性分布式大型调水工程建设实践，阐明了“飞检”在不断完善和发展具有中国现实特色的工程建设管理体系中的作用，尤其是在工程施工过程中的质量监控方面的意义和作用。

Integrated with the ＂spot checks＂ in engineering construction practice from the South-to-North Water Diversion project, this article put forth the necessity and importance on implementing ＂spot checks＂ in big government-investing construction projects; Then analyzed the requirements which can contribute to exert the better function of ＇spot checks＇ according to personal experience. Aim at the Large-scale Water transfer project in linear distributed,Clarifying the important role of ＂spot checks＂ in continuously improving and developing engineering construction management system with Chinese reality characteristics, especially emphasized the meaning and function of ＇spot checks＇ on quality control and management during engineering construction.
