流域企业用水审计方法与保障措施研究

Research on Methods and Safeguard Measures of Enterprises Water Auditing in Basins

加强企业用水审计对流域或特定区域内的各省、市实现用水总量控制目标、促进企业用水指标达到取水限额要求、完成污染物排放总量削减目标等具有非常重要的作用。本文依据太湖流域企业用水审计试点工作实践，论述了开展企业用水审计工作的主要内容、工作程序及相关技术方法，提出了完善和推广企业用水审计工作的保障措施与建议，以期对太湖流域最严格水资源管理制度的建立以及考核工作提供有益的参考。

Enhaneing water auditing among enterprises plays a crucial role in reaching the control level of total quantity of water consumption, promoting the enterprises to meet the requirements of water quota and achieving the goal of cutting back on the total pollutant emission. Based on the pilot practice on water auditing among enterprises in Taihu Lake basin, this paper demonstrates the main contents, working procedures as well as related technique methods about the launch of enterprises water auditing. Meanwhile,in order to serve as valuable reference to the establishment and assessment of the most stringent water management system in basin, safeguard measures and suggestions are put forward for generalizing and optimizing the water auditing procedures.
