基于主体协同的国际河流合作开发治理机制研究

Governance Mechanism of the Cooperative Development of International Rivers Based on the Collaboration among Subjects

立足于国际河流特点及当前开发利用现状,对合作治理及协同理论进行回顾,明确基于主体协同对国际河流合作开发治理机制进行研究的必要性及可行性。通过对国际河流合作开发治理主体的界定,从静态视角分析了主体间纵向和横向的协同关系,从动态视角构建了以实现目标协同的合作型信任机制、实现行动协同的参与型协商机制、实现利益协同的共享型利益补偿机制为内容的国际河流合作开发治理机制架构。

By analyzing the characteristics and the current utilization of international rivers,the authors review the theory of cooperative governance and collaboration,and make sure the necessity and feasibility of studying the governance mechanism of cooperative development of international rivers based on the collaboration among subjects. Through defining the subjects in governance of the cooperative development of international rivers,the paper analyzes the vertical and horizontal collaborative relations from static perspective. Moreover,this paper constructs a theoretical framework of cooperative governance mechanism about cooperative development of international rivers from dynamic perspective. The mechanism includes the cooperative trust mechanism for objective collaboration,the participative consultation mechanism for action collaboration,and the benefit sharing compensation mechanism for benefit collaboration.
