Dynamic Impact of R&D Input on Innovation:Based on Panel Vector Autoregression from High-tech Industry in China

摘要 采用中国30省(市、区)1997-2010年高技术产业的面板数据,建立PVAR模型,研究不同技术来源与创新动态关系。通过使用正交脉冲响应函数和方差分解分离出自主研发、技术引进、购买国内技术和研发人员对创新影响水平。实证研究发现:①创新产出、研发经费、国内技术和研发人员都会对创新产出产生促进作用;技术引进对创新产出先抑制后促进;②研发与技术引进之间存在替代关系,研发与购买国内技术之间存在同向互动关系;③研发人员对创新成果始终存在稳定的促进作用,其影响要滞后二期才达到最大。最后,提出针对性政策建议。 We apply vector autoregression(VAR)to province-level panel data of hi-tech industry in China to study the dynamic relationship between technological resources and innovation.By using orthogonalized impulse-response functions,we are able to separate some factors from resources that influence the level of innovation.The empirical results show:(1)The output of innovation,RD expenditures,purchase of domestic technology,RD personnel play apositive role in the innovation output;Technology import has little impact on the innovation output.(2)There is an alternative relationship between RD and technology imports,with the interaction between RD and purchase of domestic technology.(3)RD personnel have a continuing positive impact on the innovation output,with maximum impact in the lag two.We also provide managerial insights.
