Research on Evaluation of Legislation and System Construction by Local Government: Basing on 53 local governments

地方政府规章和行政规范性文件的质量高低以及民主科学化程度直接影响着地方法治政府建设的进程,基于此,本文旨在于通过对我国53个城市在政府立法和制度建设中关键核心环节的考察与评估,以期得以管窥被观测对象在行政立法和制度建设过程中的薄弱环节,进而能够以问题为导向提出有针对性的完善和改进建议。

The quality and the democratic and scientific level of local government regulations and rules have great influence on the process of local government rule by law. Therefore, by investigating and evaluating on key areas of regulations and rules of 53 local governments and having a restricted view on weakness of legislation and system construction, the article aims at proposing targeted perfection and improvement suggestions based on problems.
