洞庭湖生态经济区产业绿色发展水平评价及比较

Evaluation of the of Industry Green Development in the Dongting Lake Ecological Economic Zone

构建区域产业绿色发展指数评价指标体系,采用主成分分析法对包括洞庭湖区三市在内的湖南省14个地州市2009~2011年产业绿色发展指数进行实证评估,结果表明：近三年来,洞庭湖区产业绿色发展指数呈上升趋势,整体得分与全省平均水平相当,但与位居四大版块首位的长株潭地区之间的差距呈扩大之势;湖区产业绿色发展面临要素供给不足、政府扶持力度不够、产业绿色增长效率较低的矛盾。因此,洞庭湖区必须加大产业绿色发展的宣传力度,强化政府、企业和消费者的绿色理念;优化产业绿色发展的政策法规环境和金融环境;提高产业绿色发展的科技和人才支撑力度。

This paper applies the principal component analysis to analyze the industry green development indexes of 14 cities of Hunan Province（2009~2011）and reveals： The industry green development index in the Dongting Lake Ecological Economic Zone tends to rise and is equal to the average index of Hunan Province. However, the gap between the industry green development index in the Dongting Lake Ecological Economic Zone and that in the CZT tends to enlarge. The industry green development in the Dongting Lake Ecological Economic Zone is faced with the problems of insufficient elements supply, insufficient governmental support and low efficiency of industry green development increase. Therefore, we should publicize industry green development in the Dongting Lake Ecological Economic Zone, strengthen the government＇s, enterprise＇s and consumer＇s green idea in the Dongting Lake Ecological Economic Zone, optimize the rule and law environment and financial environment for the Dongting Lake Ecological Economic Zone and increase scientific and talent support for the Dongting Lake Ecological Economic Zone.
