摘要
政府行为变迁对教育发展路向产生深远影响。基于波兰尼的市场与社会双向互动理论框架,论文以政府行为变迁影响教育发展路向的历程构建了政府行为机理。研究表明,社会"反向运动"中教育事业面临发展效果不理想、发展过程充满探索与跌撞、改革速度迟缓、资源利用效率不高等困境。改变政府行为选择的主导逻辑、坚定行为原则的稳定和可预期、提高行为技术与治理能力等面向未来的政府行为优化技术,能够为教育发展指明路向。
The changes of governmental behavior have a far-reaching influence on the developmental direction of education. From the theory of the bidirectional movement between market and society,this paper constructs the governmental behavior mechanism based on the process of changes of governmental behavior influence the developmental direction of education. The research shows that when the society is in the opposite-direction movement, education shows the dissatisfactory effects, stumble and unexplored developing process, slow reforming rate, and low efficiency of recourse using,etc. The direction of educational development can be clear by changing the dominant logic of governmental behavior selection, abiding by the stability and predictability of behavioral principles, and improving the optimized techniques for future governmental behaviors, such as behavior technology and governing capability.
