我国食品安全认证与追溯体系耦合监管研究 被引量:7

摘要 食品安全认证和追溯体系作为食品安全信息传递的政策工具,具有各自的优势和不足,如何耦合食品安全认证与追溯体系,就成为亟待解决的关键问题。分析食品安全认证和追溯体系的优势和不足,探讨食品安全认证与追溯体系耦合可行性及条件,提出实现我国食品安全认证与追溯体系耦合监管的政策建议:统一食品安全认证标准,规范食品安全可追溯信息,加强食品安全认证机构对追溯体系的监管,整合监管资源,健全食品安全可追溯信息质量保证法律制度,以提高食品安全信息监管、传递有效性,充分发挥食品安全认证和追溯功能,有力保障国家食品安全。 Food safety certification systems and traceability systems are policy tools for food safety information transmission and each have their own advantages and shortcomings. How to link food safety certification and traceability systems has become a key problem to be solved. The paper analyses food safety certification and traceability system advantages and shortcomings, examining the feasibility and condition of linking food safety certification systems and traceability systems, and proposes policy recommendations for the linking of China' s food safety certification and traceability systems. These recommendations include standardizing food safety certification standards, normalizing food safety traceability information, strengthening certification institution oversight of traceability systems, integrating monitoring resources, and developing a complete legal system for food safety traceability information quality assurance. These policy recommendations are aimed at improving food safety information monitoring, ensuring effective information transmission, and to make full use of food safety certification and traceability functionality to robustly ensure China' s food safety.
