摘要
在京津冀区域发展一体化的管理模式下,不同地区之间生态效益的"外部作用"日益明显,"空间管制"成为理性政府的主要作为,要求其同时创新区域生态补偿的管理模式和制度框架。京津冀由于府际关系协调不畅、利益集团的寻租行为和生态补偿法律制度的缺失,使得经济梯度不合理、产业结构趋同,最终导致区域生态系统的脆弱性,亟待从革新政府治理方式、完善生态产业合作体系、规范区域生态法律制度等方面入手,构建京津冀生态补偿新的制度模式。
In the mode of regional development integration, Beijing Tianjin and Hebei has chosen the "space control" as the management style to balance the ecological benefits between different areas. So the government should make the innovation in the mode of the regional ecological compensation and the institution framework. But because of lacking intergovernmental coordination, the rent seeking of the interest group, and the lacking of the ecological compensation law, resulting in the consequences including the economic gradient is not reasonable, the convergence of industrial structure, and the collapse of the regional ecological environment, which urge the government make reform of the governance as soon as possible, starting with perfecting the coordination of ecological industry system, establishing the law of the ecological compensation to construct the institution framework of the ecological compensation in Beijing Tianjin and Hebei ecological circle.
