The Difficulty and the Path Choice： A Study of the Development of the Aging Industry in Western Small and Medium City in China --Example in Dazhou City of Sichuan Province

老龄产业发展状况是一个国家社会文明程度、社会进步的重要体现。文章通过对达州市老龄产业发展问题的研究认为，当前老龄产业发展面临涉老企业自身不完善、政府责任不到位、经济收入水平低、消费观念的制约、老龄产业人才缺乏等发展困境。必须强调政府责任，重在政策的落实，打造特色品牌老年产品，加强与地方高校合作，培养高质量的老年服务与管理人才，走“政府主导、社会支持、企业参与、市场推动”的老龄产业发展之路。

The development of aging industry is an important manifestation of the social civilization and social progress. This paper believes that the development of the aging industry faces many difficulties in the aging enterprise, the responsibility of the government, the economic income, the concept of consumption, the lack of talent and so on. We should strengthen efforts in the government responsibility, focusing on the implementation of the policy, building the brand with aging characteristics, strengthening the cooperation with local colleges, training services for the aged, taking the development road of aging industry of ＂government-led, social support, enterprise participation and market driven＂ to promote the development of the aging industry.
