摘要
"灵活保障"被视为分析现代劳动力市场政策的一种新范式,也被用来指代在灵活性与保障性之间争取一个更好的平衡而采取的政策。本文从灵活保障的理论视角剖析了德国历任政府在提高灵活性与加强保障性方面进行劳动力市场改革的基本路径,并探讨了实施改革的契机、制度优势及政策窗口,进而总结了德国劳动力市场所面临的问题,最后对德国劳动力市场改革方向进行了展望。
Flexicurity is taken as a new paradigm to analyse modern labor market policies,as well as a policy seeking for a better balance between the labor market flexibility and security for workers.From the perspective of the theory of flexicurity,this paper analyzes the basic routes of the German governments to reform the labor market in order to enhance the flexibility of the labour market and strengthen the security of the workers.It also discusses the opportunity,institutional advantages and policy windows for implementing the reforms,summarizes the problems the German labor market is facing and makes an exploration into the future direction of the German labor market reforms.
