广西人民政协协商民主实现形式的拓展问题及其解决途径——基于国家治理现代化视域

Expansion of Realization Forms and Solutions to Consultative Democracy for Guangxi People's Political Consultative Conference—— From the Perspective of Modernizing National Governance

近年来,广西人民政协完善了全体会议、常委会议、主席会议等既有协商形式,创新了专题协商、界别协商、对口协商、提案办理协商等协商平台,开辟了网上提案、网上议政、网上论坛等网络协商民主实现形式,但也暴露出发展后劲乏力的问题。在"推进国家治理体系和治理能力现代化,强调实行社会主义协商民主"的新形势下,广西政协协商民主实现形式拓展需要结合广西实际,融入"国家治理"理念,重塑广西政协既有协商民主实现形式,强化广西政协协商民主平台的制度化、法治化、科学化建设,积极创造条件,加快推进广西政协网络协商民主实现形式拓展。

In recent years, Guangxi People's Political Consultative Conference has improved the existing consultation forms such as ple-nary session, the standing committee meeting, presidium meeting and others. It also brings forth new ideas for the consultation platforms such as special consultation, sector consultation, counterpart consultation, and proposals processing consultation, and it has established online consultative democracy of making proposal, discussing affairs of government and opening forums on the internet. However, it exposes the problems of lacking potential development impetus. Under the new situations of promoting modernization of national governance system and governance capacity and implementing socialist consultative democracy, the expansion of realization forms of consultative democracy for Guangxi People's Political Consultative Conference should take consideration of actual situations in Guangxi and incorporate the concept of 'national governance'. It also needs to re-shape the existing realization forms of consultative democracy, strengthen the institutionalization, le-galization and scientization of consultative democracy platform, and create conditions to accelerate the expansion of realization forms of on-line consultative democracy for Guangxi People's Political Consultative Conference.
