Deepening Sports Reform to Advance Modernization of Sports Governance System and Ability

自党的十八届三中全会提出"推进国家治理体系和治理能力现代化"这一重大课题以来,对"治理"的研究越来越受到理论学术界的重视。体育治理体系和治理能力现代化是国家治理体系和治理能力现代化的重要组成部分,研究中国体育治理体系建设和治理能力现代化问题,不仅顺应我国经济社会发展战略需求和党的十八届三中、四中全会关于全面深化改革和依法治国的要求,顺应国际体育治理理论与治理实践所提出的时代要求,更是我国推进体育事业改革发展的现实需要。从治理及体育治理的概念着手,探讨了体育治理对我国体育事业改革发展的现实意义,系统梳理了体育治理体系和治理能力现代化的基本问题,并提出了完善体育治理体系,推进体育治理能力现代化的重要举措:1)加强顶层设计,从战略全局高度统筹体育治理体系建设;2)坚定依法治体,扎实推进体育法治建设;3)支持体育社会组织发展,发挥其在体育治理体系和治理能力现代化过程中的基础性作用;4)坚定市场在体育资源配置中的决定作用,更好发挥政府作用;5)结合我国的具体国情,以全球眼光吸收借鉴国外体育治理有益经验。以利于不断完善我国体育治理体系,推进治理能力现代化,实现体育领域的善治。

Governance topic has been paid more attention in academia after ＂improve modernization of state governance system and ability＂was pointed out in the Third Plenary Session of the 18 th Central Committee of the Chinese Communist Party.The modernization of sports governance system and ability is a very important part of it.Studying on it is not only to full the need of China economic and social development strategy and requirements of overall deepen reform and the rule of law,but also conform to the requirement by international sports governance theory and practice and actual need to promote China sports reform and development.Based on the definition of governance and sports governance,this study discussed sports governance＇s realistic significance to China sports reform and development,overviewed basic questions of the modernization of sports governance system and ability,and mapped out some emphases which can improve China sports governance system and advance modernization of sports governance ability.The emphases are as follows：1） Enhancing the top design,integrating sports governance system construction from the overall strategic height.2） Persisting rule by law and promoting law building in sports.3）Supporting the development of sports social organization and playing its basic effect on modernization of sports governance system and ability.4） Strengthening the decisive effect of market on sports resource allocation and playing government role.5） Combining with situation of China,absorbing and learning valuable experience of sports governance by other countries with the globe view.We hope that this paper will be benefit for improving China sports governance system,advancing modernization of governance ability,and realizing good govern in sports.
