试析中国电子文件安全管理指导思想的演变

对我国电子文件安全管理指导思想的演变过程进行梳理,根据思想根源、实践贯彻及主要影响等方面归纳为三个主要发展阶段,即实体安全为主、信息安全为辅的后端保护阶段,前端控制、全程保护的风险管理阶段,电子文件安全纳入国家信息安全战略的安全管理阶段。研究丰富了电子文件管理理论,为政府制定电子文件安全管理政策提供依据。

This article sorts out the evolution proceeding of guiding ideology of Chinese electronic records security management . In terms of ideological root causes,the implementation of practices,and influences sum up three main stages,including the rear protective stage that is dominated by physical security; the risk management of the front control overall protection and National Strategy of information security. Research enriches the electronic records management theory and provide the basis for the government to develop electronic records security management policies.
