摘要
朝鲜与韩国迄今坚持自主和平统一，但安全上不相互为敌，经济上相对均衡，政策上不受外部意志束缚，是实现这一目标的三个基本条件。为此朝韩应通过对话、交流、和解、合作，为统一奠定基础。域内外大国关系向合作共赢转换。有助于半岛和平统一；朝韩也应超越“以己为主”的狭隘诉求，为地区和平繁荣做出独特贡献。
The DPRK and the ROK have been insisting on the independent and peaceful reunification of the Korean Peninsula. Mutual recognition as non- enemy,comparatively balanced economic development,and policy- making not constrained by external wills are three basic conditions to realize the goal. The DPRK and the ROK need to jointly lay the foundations for reunification through dialogue,communication,reconciliation and cooperation. The shift of major-country relationship in the region to win- win cooperation is conducive to the peaceful reunification of the Peninsula. The two countries should also transcend the narrow appeals centered around their own country and make special contributions to regional peace and prosperity.
