大城市推行权力清单制度的路径选择——以上海市Y区为例

Path Choices in the Establishment and Implementation of Power-List System in Metropolis of China:A Case of Y District, Shanghai

建立权力清单制度是各级政府推进行政改革的重要举措。本文以上海市Y区为例分析了大城市建立和推行权力清单制度的实践探索,透视了推行权力清单制度过程中存在的主体权威性不足等困境,剖析了包括上下衔接、以行政相对人需求为基础等大城市推行权力清单制度的原则,明确了形成合理的权力划分标准、塑造标准化的确权流程、实现权力清单动态管理等方面的大城市政府进一步推行权力清单制度的路径选择。

Establishing Power-list system is one of the important measures in the administrative re^brm of government in nowadays China. Taking Y District of Shanghai as an example, this article analyses the practices and explorations in the course of implementing the system in metropolis of China as well as problems behind the implementation, such as deficiency of subject authority and so on. By demonstrating the principles of carrying out Power-list system in metropolis including the joint effort of all levels of administration and the orientation of administrative counterparts＇ need, this article further clarifies path choices like making reasonable criteria in the categorization of power and molding a standardized procedure of power verification in the implementation of Power-list system in metropolitan government.
