On the Legal Connotation of National Governance Modernization

国家治理体系和治理能力现代化的首要要求是治理主体对于公共事务治理的制度化、规范化和程序化,亦即实现国家治理的法治化。法治化是国家治理体系和治理能力现代化的价值目标和衡量标准,也是推进国家治理体系和治理能力现代化的推动力量和重要保障,必须通过科学立法、严格执法、公正司法和自觉守法等法治化途径加快法治中国建设、促进国家治理体系和治理能力现代化。

The primary requirement of modernizing national governance system and capability to governance subject is the institu- tionalization, standardization and routinization of dealing with public affairs, namely, to realize the legalization of national governance. Legalization is the value goal and standard of measurement for one nation＇s governance system and capability, as well as the engine and important guarantee of improving the system and capability. It is necessary to push the modernization of national governance system and capability forward through legal approaclles such as making law scientifically, enforcing law strictly, and increasing justice and awareness of law abiding.
