摘要
在西方的语境下,"距离悖论"问题广泛存在,即公众对地方政府的信任高于中央政府;相较于西方,中国公众对政府的信任随着行政层级的降低而降低,即存在所谓的"塔西佗陷阱"。公众对基层政府的低信任度,不仅使得基层政府难以达到善治的目的,而且会增加改革的成本,增加改革被拖延或终止的风险。面对这种情况,吸收公民参与治理活动,监督治理进程,了解治理信息,分享治理成果,是修复信任障碍的有效路径。为此地方政府亟需通过公民参与,提高公民政府治理的制度信任、情感信任、过程信任和理性信任。
In the Western context, "the paradox of distance" is widespread that is, the public trust the local government more than the central government. Compared to the West, Chinese public trust central government more than local government, and it makes local government sink into the so-called "Tacitus Trap". The low public trust in local government makes it difficult to achieve the purpose of good governance, and will add the cost and increase the risk in reform. In this situation, to introduce public participation is an effective way to overcome this crisis, and the local governments need to work hard to promote the public's institutional trust, emotional trust, procedure trust and rational trust.
