The Discontinuous Transition of Public Policy in China under the Impact of Focus Affairs

在移动互联网时代,新媒体与传统媒体相互借力,焦点事件呈现出强烈的围观效应,由此触发我国公共政策间断式变迁的现象屡见不鲜。我国公共政策的变迁已经成为一个各种力量之间进行互动博弈的动态过程,并呈现出开放、互动、多元和间断等复杂特征。本文将以唐慧事件冲击下我国劳动教养制度的废除过程为例,运用公共政策的间断-均衡模型,分析影响我国公共政策维持均衡和发生间断式变迁的内在因素,公共政策间断式变迁与焦点事件之间内在的关联机理以及推动公共政策间断式变迁的关键力量。

In the mobilized Internet era, new media and traditional media combine with each other, and focus affairs appear stand- by affects. As a result, the discontinuous transformation of public policy in China becomes normal. This transformation has become a changing process of gaming by various powers, with open, interactive, and diverse characters. This paper takes the abolition of labour ed- ucation system under the impact of Tang Hui Event as an example, introduces the discontinuity-and-harmony model of public policy to analyze the intrinsic factors which influence the process, the interactive mechanism of discontinuous transition and focus affairs, and the key elements of improving the transformation.
