摘要 突发公共卫生事件是一类可严重威胁公众健康和社会稳定的高危事件,为应对这类事件,目前我国各地均已建立了应急指挥部,以纵向管理方式调控多部门统一实施应急工作。然而,突发公共卫生事件一旦发生,即为群体性、爆发性,而区域内的各级医疗机构相对分散,其应对能力也大相径庭,因此必须在应急指挥部的纵向管理下实施横向协调,才能迅速整合应急资源,减少二次伤害。 Public health emergency is a kind of high risk incident that can threaten the public health and social stability. In order to cope with such emergency, emergency command headquarters are set up in different places in China to organize multiple departments to conduct emergency work in the way of vertical management. However, public health emergency happens in a collective and explosive way. Nevertheless, medical organizations at different levels in the region are relatively scattered around with completely divergent coping capacity. Hence, horizontal coordination must be implemented under the vertical management of the emergency command headquarters so as to integrate emergency resources quickly and reduce secondary damages.
