教育治理背景下的本科教学质量信息公开:基于政策证据视角的分析 被引量:4

Analyzing the Quality Information Disclosure in Undergraduate Teaching and Learning under Educational Governance: a Perspective on Evidence-Based Policy

摘要 本文通过政策证据的理论视角,分析了2010-2012年度的本科教学质量报告,说明高校应如何通过高等教育教学研究,分学科准备和呈现教学质量信息,以不同研究方法加工和提炼与教学质量相关的知识;并恰当使用证据转化教学研究的学术知识,说明教学质量改革过程。本文提出高校应把握"治理机会",做好专业教学质量政策证据的提供者,面向公众,承担起独特的公共服务责任,从而逐步调整大学与政府及其他社会单元的关系。进而提出组织策略、目标建构策略、服务支持策略以及评价反馈策略等四大教学质量保障改进策略。 The current study of undergraduate teaching and learning quality report (2010-2012) was applying evidence- based policy perspective to analyze how universities in China's Mainland could promote quality information disclosure grounded on research knowledge of teaching and learning. The study suggested that universities should prepare and present the teaching quality information according to the discipline classification. Different methodologies were applied in the article to deal with various data, information, and knowledge about teaching quality to define evidence. Using appropriate evidence to transform research knowledge into workable proposals, the author presented the policy process of quality reform of undergraduate teaching and learning. The study argued that universities should take the advantages of educational governance and provide professional and public-facing evidences of teaching quality guarantee policy, be responsible for corresponding public service, and make effort to adjust university-state relations in the changing educational governance in China.
