Land Banking,Market Circulation and Future Path of Collectively-owned Construction Land

未来集体建设用地的统一流转将经过农村建设用地市场自我培育、城乡建设用地市场部分对接和城乡统一建设用地市场三个可能发展时期。借鉴国外土地储备的经验,提出集体建设用地流转需构建全新城乡土地储备制度,引导土地储备从城市土地"供给方"向城乡建设用地市场"调控方"转变。

This article proposes three possible development periods that a unified mode for market circulation of collectively-owned construction land may go through in the future, namely self-cultivation of rural construction land market, partly-connection of urban-rural construction land market and a unified urban-rural construction land market. Referring to the foreign experience of land banking, this article puts forward the policy recommendations of building a new urban-rural land banking system based on the context of market circulation of collectively-owned construction land, which will guide land banking to transform from the ＂supplier＂ of city land to the ＂regulator＂ of urban-rural construction land market.
