My Views of Forest Cutting Management Reform

文章分析了当前我国森林采伐管理与市场经济的矛盾,从完善市场经济体制的角度,探讨了引进市场机制,打破政府行政管理固有模式的可能性,提出了逐步取消森林采伐限额,建立职业森林经理人制度,合理界定政府、市场中介和林权所有者的权利边界,从而建立适应市场经济体制,符合森林经理规律的森林采伐管理新机制。

This paper analyzes the contradictions of market economy and the current management of deforestation in China, from the perspective of perfecting the market economy system, discusses the introduction of market mech- anism, break the possibility of government administrative management patterns, proposes to phase out the forest cut- ting quota, build system of professional forest managers, reasonable definition of the government, the market inter- mediary and forest right owner right boundary, which set up to adapt to the market economy system, comply with the new management mechanism for forest management rule of deforestation.
