摘要
以1987-2013年教育部"工作要点"为研究对象,通过文本分析的方法,根据"工作要点"体现的价值类型和价值内容将教育部行政活动分为以"政治价值比例波动性明显"、"管理价值比例遥遥领先"和"法律价值比例日益增大、日趋平稳"为特征的三个阶段;并总结出"管理价值是我国教育行政的主导价值,但政治和法律价值的地位日趋重要"等五个教育部行政活动的价值特征;在此基础上,结合相关历史背景,揭示出"教育部行政活动必须遵从执政党的意志"、"教育部行政活动不断体现弱势群体利益"、"教育部行政活动客观上维护了教育部的部门利益"、"教育部的行政改革进程较为缓慢"等教育部行政活动的基本逻辑。
Based on a text analysis of the"Key Points of Work for Ministry of Education"from 1987 to 2013, the study categorizes the administrative activities of Ministry of Education into three phases according to the type and content of value embedded in the points of work and summarizes five value-related characteristics of the administrative activities of the ministry, such as "management is the dominant value of China's educational administration, with political and legal value becoming increasingly important." Based on the aforementioned analysis, combined with relevant historical background, the work of Ministry of Education follows four inherent laws: Firstly, its administrative activities must comply with the will of the ruling party; Secondly, its administrative activities continue to reflect the interests of vulnerable groups; Thirdly, its administrative activities safeguard the departmental interests; Fourthly, its administrative reform process is relatively slow.
