新型林业经营主体培育存在的问题及对策——基于浙江、江西及安徽省的典型调查

The Problems and Countermeasures of Cultivating New Forestry Management Entities——Based on the Survey in Zhejiang,Jiangxi and Anhui Province

基于实地调研和文献研究,新型林业经营主体培育过程中仍存在着经营思想认识不到位、经营理念有待提升、经营管理不规范、林权抵押贷款难、林地流转不规范、经营基础设施落后等问题。因此,提出了树立现代经营理念、加大政府扶持力度、完善林业经营管理服务体系、完善林业融资体系、规范林地流转机制、完善相关配套政策等建议。

Based on the field survey and literature research,there are some problems existing in the course such as the lack understanding of management ideas,drawbacks of business philosophy,operation and management irregularities,difficulties in forest right mortgage,forestry land circulation irregularities,poor management infrastructure and so on. Some suggestions were put forward such as setting up the modern management idea,increasing government support,improving the service system of forestry management,perfecting forestry financing system,standardizing the forest land circulation mechanism,perfecting the relevant supporting policies and so on.
