依法实现村级财务公开面临的问题与对策

文章认为村民自治条件下财务公开面临的主要问题有三:县乡领导干部怕“乱”怕“失”,“两委”“村官”怕“难”怕“下”,广大农民群众怕“假”怕“骗”。针对这些问题,要解决村民自治条件下村级财务公开问题的基本对策应是:(一)提高素质,端正认识;(二)规范内容,完善形式;(三)健全制度,强化监督。

Making the property publicly faces three questions at the condition of the village’s self-ruling.The leading cadre of the township was afraid of the “mess”and “losing”.The village office was afraid of “troublesome”and“demoting”.The masses were afraid of “false”and “deceiving”.According to these questions what the basic countermeasures that making the property of the village publicly condudes of four parts:The first is to improve quality and take a correct understanding of the property publicly;The second is to canonieal content and perfect the form;The third is to amplify the system and strengthen the supervision;The fourth is the party and government's condominium and the mandatory implement.
