江苏基层科技管理体制与管理能力研究——基于江苏三县(市)的案例分析

The Study on Science and Technology Management and Capability of Grass-roots Government Based on the Empirical Analysis of Three Counties of Jiangsu Province

科技创新成为推动我国区域发展的主导性因素,基层科技工作不仅要重视科技创新,也要重视体制机制创新。为了探索更加有效的基层科技管理体制和工作机制,以江苏昆山市、如皋市、大丰市为研究对象,通过实证研究,探讨不同类型地区基层科技管理体制与管理能力的情况及其对科技创新和经济社会发展的影响,并提出相关对策建议。

Science and technology innovation has played a leading role in promoting the regional development. Science and technology innovation at grass - roots level should pay attention to not only the technological innovation, but also the institu- tional innovation. Three cities in Jiangsu have been taken as the prototypes, and management system and management capa- bility in these three different cities have been investigated. The impact on the development of science and technology, econ- omy, as well as the society has been examined, and some suggestions have been proposed.
