摘要
人才资源是第一资源,科技人才是推动区域技术创新的重要资源。以江苏为研究对象,基于C-D生产函数的人力资本分类模型计算科技人才贡献率,在构建科技人才开发绩效评价指标体系的基础上基于因子分析法对江苏科技人才开发绩效进行评价,并应用数据包络分析(DEA)对江苏13个地级市科技人才开发效率进行研究,最后提出提升江苏科技人才开发绩效的对策建议。
Talent resources are the primary resources and the science and technology talents are an important resource to promote regional technology innovation. Taking Jiangsu as object, the contribution rate of science and technology talents is calculated based on human capital classification model of C - D function in this paper. Then the development performance of science and technology talents of Jiangsu province is evaluated by using factor analysis on the basis of the construction of index system for development performance evaluation of science and technology talents. And the development performance of science and technology talents of 13 prefecture -level cities in Jiangsu province is evaluated based on DEA. Finally, the countermeasures for improving the development performance of science and technology talents of Jiangsu province are pro- vided.
