上海的城乡发展一体化,就是要在全球城市的战略愿景下,突出构建以功能区布局和都市圈建设为带动的一体化框架,形成具有上海特点的"工业反哺农业、城市支持农村"体制机制,实现更高层次的城乡共同繁荣。但是上海城乡发展一体化的任务十分艰巨,特别是面临着市权下放不够、部门各自为政、统筹推进乏力等瓶颈制约。为此,要全面推进郊区综合配套改革,全面激活郊区内生活力,全面改善郊区发展环境,全面增强郊区经济实力,把城乡发展一体化更多建立在强区强镇基础之上。

But the urban-rural in- tegration is still an arduous task, especially in the context of inadequate devolution of municipal administrative power, lack of coordination among departments and underpowered overall planning. The urban-rural integration should be based on the development of districts and towns by promoting synthetically reform, arousing the vitali- ty, improving the environment for development, and increasing economic strength of the suburb in an all-round manner.
