政府应对网络推手的SWOT分析及对策研究 被引量:1

摘要 近几年,网络舆情对社会的影响越来越大。而"网络推手"在网络舆情的演变过程中起着重要的作用。网络推手不但能够影响民意,改变舆情演变的方向,甚至可能对社会稳定造成威胁。为有效应对网络推手,引入SWOT分析方法,通过分析政府应对网络推手的优势和劣势、机会和威胁因素,构建SWOT对策矩阵,提出相应的发展战略和应对措施,从而为政府应对网络推手提供参考。 It is very important to designing UWB signal with low probability intercept in military communication. The relation between anti-intercept performance and parameters of TH-PAM-UWB signal is researched with the ground anti-intercept analyzed performance and modeled pulse jamming. Theoretical analysis and simulation results show that anti-intercept performance is improved notably through enlarging TH code cycle and decreasing pulse time delay controlled by TH code; but shortening pulse duration time is not a effective measure. It can be provided as a valuable reference to parameters selection of UWB system.
